SECOND PAPER ASSIGNMENT: In classical international law (i.e., prior to World War I) sovereignty was the central, irreducible concept, signifying the state’s virtually absolute right to control its territory and population and repel those who would interfere in its internal affairs. In recent years, however, sovereignty has become far more problematic in the face of demands for human rights and self-determination, and international peacekeeping efforts. Does sovereignty remain a viable concept? What limits should be placed on the right of states to do as they please within their own borders? Under what circumstances should states or international organizations have a right to intervene in others internal affairs?
