1. Identify and briefly explain the considerations that would potentially guide evaluation planning for the health/social program that you selected in Module 1.

Program evaluation is a necessary activity in any organizational structure. The activity involves collecting, analyzing and utilizing the gathered information to answer questions pertaining to the program. These questions involve the finding more on the effectiveness and efficiency of the program. This information is mainly used by stakeholders in knowing whether the program they are funding is meeting the intended effect. This particular activity is done by an evaluator. When an evaluator intends to conduct a program evaluation for the Leadership Education in Neurodevelopment Disabilities program, several considerations would potentially guide evaluation planning for the health program.

The first and probably the most important consideration is the purpose being served by the evaluation plan. This entails finding out what major decision is to be made after consideration of the results of the evaluation. One of the major decisions by the stakeholders would be whether to continue funding the program based on the effectiveness and efficiency of the program. This will guide the evaluator in determining the information to be sourced. Disregarding this consideration would lead to the evaluation plan being irrelevant and meaningless. In such a case, the evaluator would therefore collect and analyze information regarding whether the LEND program is effectively meeting the set out objectives. This would include finding out whether the program is nurturing healthcare officials who are taking care of children with neuro-developmental disorders (McEwan, & Bigelow, 1997).

Another important consideration in the designing of the evaluation plan would be the time when the information is needed. This is important in helping the evaluator in designing the time management and project schedules for the evaluation plan. Disregarding this consideration could lead into having a late delivery of the evaluation. An evaluation delivered late would be an irrelevant one and would mean loss of invaluable effort, resources and time. This would also result in the making of wrong decisions due to lack of relevant information. In this case, it would be calamitous since every decision being made involves the health and lives of ailing children (Alter, & Murty, 1997).

The evaluator is to consider the audience for the information gathered in the evaluation. This is important as it dictates the language that is used, the level of education and the type of information. In the case of funding stakeholders, the evaluator is to refrain from using technical language related to the medical field. On the other hand, if the intended audiences are medical officials, then the evaluator is free to incorporate medical terminologies in the report. The kind of information delivered in the report is also dictated by the intended audience. There are certain information considered sensitive and cannot be simply divulged into any audience. Doing so could lead into costly repercussions if sensitive information is made available to the wrong persons.

The evaluator will also need to consider the kind of information required in enlightening the intended audience. As an example, the information required could entail the explanation of certain medical procedures, the inputs, details of activities and results. Information pertaining to the children who go through the program, the underlying strengths and weaknesses of the program, the benefits the program has to the various stakeholders including the founders and the ailing children, and the reasons why the program is succeeding or failing and why.
